Focused Multilateralism: How China and Germany Can Improve Cooperation on Arms Control, Disarmament and Non-Proliferation

In a new analysis commissioned by the Friedrich-Ebert-Stiftung, Oliver Meier and Michael Staack explore how Germany and China can enhance their cooperation on arms control, disarmament and non-proliferation – despite growing global tensions. Both countries share responsibility for maintaining a stable multilateral order – particularly China, as a nuclear-armed state and permanent member of the UN Security Council.
The authors recommend, among other things, joint initiatives to better protect nuclear facilities in conflict zones, renewed efforts to strengthen the Comprehensive Nuclear-Test-Ban Treaty (CTBT), and closer diplomatic cooperation on regional crises such as Iran and North Korea. Greater transparency in China’s nuclear policy and a dialogue on humanitarian arms control could also form part of a deeper partnership.
