Responsibilities of the University Assembly
The University Assembly convenes at least once a year. It is chaired by the Chair of the University Supervisory Board, Prof. Dr. Wolfgang Marquardt.
The responsibilities of the University Assembly in accordance with § 36 ThürHG include:
- The election and removal of the President
- The election and removal of the Chancellor
- The election of a provisional head
- The adoption of the Structural and Development Plan (Struktur- und Entwicklungsplanung, StEP) and its updates
Depending on the agenda, either the ‘Small’ University Assembly (elections/dismissals) or the ‘Large’ University Assembly (StEP/other matters) convenes.

'Small' University Assembly
The 'Small' University Assembly is convened for the election and removal of Presidents and Chancellors, as well as the election of provisional heads. It comprises:
- 25 voting members of the Senate
- Six members of the University Supervisory Board
- The Chair of the Staff Representative Council, the representative for employees with disabilities, the Equal Opportunities Officer, and the Diversity Officer (with the the right to make proposals and speak, but not to vote)

'Large' University Assembly
The 'Large' University Assembly is convened for the adoption of the Structural and Development Plan (Struktur- und Entwicklungsplanung, StEP) and its updates, as well as for all further matters. It comprises:
- 25 voting members of the Senate
- Eight members of the University Supervisory Board
- 15 further members of the Senate (with the the right to make proposals and speak, but not to vote)
- The Chair of the Staff Representative Council, the representative for employees with disabilities, the Equal Opportunities Officer, the Diversity Officer, and a representative of the Council of Doctoral Candidates (with the the right to make proposals and speak, but not to vote)
